Changes in the FIBAA Foundation Council and the FIBAA Management

Zurich, Bonn, 23 October 2009
At the meeting of the FIBAA Foundation Council in Zurich on 23 October 2009 both the President, Professor Klaus Landfried (Leaders in Science (DHV), Bonn), and the Vice-President, Professor Jürg Manella (University of St. Gallen) were confirmed in office for another two years.
The Foundation Council also elected Mag. Dr Gerhard Riemer (Industriellenvereinigung , Vienna) to the Presiding Committee. He thus takes over the rotating vice-presidency from Dr Michael Landertshammer (Generalsekretariat der Wirtschaftskammer Austria, Vienna), who continues being an active member of the Foundation Council.
The Head of Accreditation Procedures for many years, Dipl.-Volksw. (Certified political economist) Daisuke Motoki, was elected as a new FIBAA managing director by the Foundation Council. He takes up the position as Dr Heinz-Ulrich Schmidt’s successor. The Foundation Council thanked Dr Heinz-Ulrich Schmidt for his commitment, which he entered for a limited period, and took leave of him from the FIBAA Management. Dr Schmidt will continue taking over specific tasks for FIBAA. Consequently, the FIBAA Management now consists of Solicitor Hans Jürgen-Brackmann and Dipl.-Volksw. Daisuke Motoki.
 

FIBAA and AQA (Moskow) signed cooperation agreement

Bonn, October 9th, 2009
Today the Foundation for International Business Administration Accreditation (FIBAA) signed an cooperation agreement with the Agency for Higher Education Quality Assurance and Career Development (AQA), Moscow, to conduct joint accreditation procedures in russia.
During their meeting in Bonn the FIBAA managing directors Hans-Juergen Brackmann and Heinz-Ulrich Schmidt and AQA representative director-general Aleksey Belokopytov emphasized the increasing importance of international cooperation in the sphere of higher education. Both institutions signed a contract on mutually beneficial cooperation in the sphere of quality evaluation, accreditation and quality assurance in higher education to promote the enhancement and the dissemination of best practices on the basis of the agreed procedures, respecting the European Standards and Guidelines (ESG), in internal and external quality assurance.

FIBAA: INQAAHE Full Member

FIBAA was awarded "full membership" in the "International Network for Quality Assurance Agencies in Higher Education (INQAAHE).

INQAAHE is a world-wide association of some 200 organisations active in the theory and practice of quality assurance in higher education. The great majority of its members are quality assurance agencies that operate in many different ways, although the Network also welcomes (as associate or institution members) other organisations that have an interest in QA in HE.

FIBAA: Inclusion on the European Quality Assurance Register for Higher Education (EQAR)

Bonn/Brussels April 15th, 2009

The EQAR Register Committee decided FIBAA's (Foundation for International Business Administration Accreditation) inclusion on the European Quality Assurance Register for Higher Education (EQAR).
Undergoing an elaborate application process FIBAA proved successfully the substantial compliance with the European Standards and Guidelines (ESG) and is now listed among other European Agencies in the EQAR online database (see links below).

The European Quality Assurance Register for Higher Education (EQAR) provides transparent information on trustworthy and credible quality assurance agencies operating in Europe.
Its mission is to further the development of the European Higher Education Area by increasing transparency of quality assurance, and thus enhancing trust and confidence in European higher education according to the political concept underlying the Bologna process since 1999.
Only those agencies that have proven to operate in line with common European standards will be included on the register.

The Register opened up for officially applications in August 2008.

With the inclusion on the EQAR-Register FIBAA maintains its profile as an agency operating on up-to-date and internationally recognized standards in enhancing higher education quality.

FIBAA Premium Seal presented by the chief executive of FIBAA at the University of Augsburg

The Accreditation Committee of the FIBAA re-accredited the vocational, 4-semester MBA programme „Unternehmensführung“
at its meeting on 5 December 2008 with the quality label of the Accreditation Council and awarded it the FIBBA premium quality label owing to its superb quality. The course which has been given this award, has been offered successfully since the 1999/2000 winter semester.
The certificate has been presented on february 4th 2009 by the chief executive of FIBAA at the University of Augsburg.

 

Quality assurance for doctoral studies: FIBAA presents „PhD Assessment Guide“

With its new assessment guide for doctoral studies the FIBAA is accrediting the third academic learning stage after Bachelor and Master programmes envisaged in the Bologna plan.
With the establishment of doctoral courses, the aim is being pursued of structuring the process of the doctorate, ensuring its quality and providing a good level of care for the doctoral candidates. This covers a research-oriented additional education. The students are to be able to arrange and apply the scientific methodology of their specialist discipline as well as acquiring in-depth scientific specialist knowledge. In addition, skills are to be developed for interdisciplinary work, team work as well as an effective scientific method of working.
For the accreditation of doctoral programmes the curriculum, composition and structure of the course, the form of care with the resources made available for this, the national or international direction of the programme as well as the arrangements for admission, examination and qualification awarded on completion are verified and assessed in particular.

Accreditation Council: Suspension of accreditation procedures without the agreement of the HEI

Amendment to the resolution of the Accreditation Council "Entscheidungen der Agenturen: Arten und Wirkungen" (Decisions of the accreditation agencies: types and effects):
With effect from 31 October 2008 the resolution „Entscheidungen der Agenturen: Arten und Wirkungen“ related to the regulation on the suspension decision by agencies in § 1 para 3 has been amended. Accordingly the passage „in agreement with the HEI“ has been deleted, as the HEIs avoid the declaration of agreement in practice, by using their right of appeal against decisions by the agencies, which complicates and prolongs the procedures unnecessarily.
The decision contents and its conditions of suspension are now regulated in § 1 para 3 as follows: „If it is to be expected that the HEI making the application overcomes the deficiencies, the accreditation agency can suspend the accreditation procedures once for a period of a maximum of 18 months.“

 

Approval by Accreditation Council: FIBAA gets the „Go-ahead!“ for system accreditation

At its 57th meeting on 31 October 2008 in Berlin the Accreditation Council approved six agencies to implement the procedures of system accreditation.
After the Accreditation Council had already approved the criteria and procedural rules in February, the successful completion of the authorisation procedures for the agencies meant that the last step to introduce system accreditation had been taken.
 

Cooperation agreement between FIBAA and the Association of Swiss Student Bodies VSS

At the end of January 2008 FIBAA received recognition as an accreditation agency from the Swiss Federal National Economy Department (EVD, Berne).
This confirmed that FIBAA meets the federal legal requirements and the European standards for accreditation agencies and can inspect HEIs, which have applied for accreditation, on behalf of the EVD.
The recently concluded cooperation agreement between FIBAA and the Association of Swiss Student Bodies (VSS) reinforces the desire of FIBAA to also be active in Switzerland as an experienced accreditation partner additionally competent in national provisions for academic education.
The VSS, which was established in Zurich on 19 June 1920 and has its headquarters in Berne, represents the student bodies of faculties, HEIs and universities at federal level.
The subject of the cooperation will be the use of student reviewers in FIBBA accreditation procedures, participation of student reviewers of the VSS in FIBAA reviewer training courses and vice versa the involvement of FIBAA in the qualification of student reviewers of the VSS in Berne. In addition, regular specialist exchanges on all the requirements of accreditation and quality assurance in the university sector have been agreed.

Premium quality label is going to Elmshorn and Augsburg in 2008

The FIBAA Accreditation Committee has been able to give the new award to two study programmes this year:
NORDAKADEMIE in Elmshorn: „Master of Business Administration“(MBA) (meeting on 28.10.2008) and University of Augsburg: MBA „Company management“ (meeting on 5 December 2008). For further information see FIBAA Newsletter 03/08.




 

FIBAA Under New Management

In their session of November 14, 2007 in Berlin the council of foundation of the FIBAA elected Prof. Dr. Landfried (former president of the HRK, German Rectors Conference) president. Dr. Michael Landertshammer (head of department in the General Secretariat of the Austrian Federal Economic Chamber) and Prof. Dr. Jürg Manella (University of St. Gallen) were appointed deputies. At the same time Dr. Ulrich Schmidt, (undersecretary ret.), was appointed to the executive board of the FIBAA, now headed by RA Hans Jürgen Brackmann and Dr. Ulrich Schmidt.
 

New Correspendence Course From September 2007 Onwards

On September 19th and 20th, in their 52nd session, the FIBAA-accreditation commission passed an assessment checklist for the accreditation of correspondence courses. This basis, taking especially into account the specifics and requirements of open-university studies, was developed in collaboration with renowned experts in the field of open-university/correspondence courses. The “Fern-FBK” is in accordance with the national and Länder-specific requirements of Germany, but also in accordance with relevant international guidelines. The Fern-FBK offers the possibility of a differentiated assessment on the basis of the FIBAA-quality requirements and the strength- and weaknesses profile (quality profile).

Successful Re-Accreditation of the FIBAA

On February 22, in their 51st session in Berlin the FIBAA-accreditation council finalized the re-accreditation of the FIBAA. With this FIBAA’s entitlement to award the foundation’s seal to programmes in the economics and organization studies, social sciences and law was extended for another five years. The seal can be awarded simultaneously with the European-wide acknowledged quality seal of the German Accreditation Council, which in particular has been offered to courses conduced outside Germany. Should the governing body ENQUA decide by December 31st 2009, that on the basis of the commonly accepted European standards an accreditation extending the five year accreditation period was licit, the period of time of the accreditation will be extended – in accordance with the commonly accepted European standards - to the by then licit latest permissible date. This, however, should not exceed and surpass of a period of more than three years.
The procedure for the re-accreditation of the FIBBA was accomplished in collaboration with the Nederlands-Vlamse-Accreditatie Organisatie (NVAO). In this it represents a pilot process for the accreditation of an agency on an international level.
 

FIBAA listed as VBI at the NVAO

Since February 2006 FIBAA has been listed as “Visiterende en Beoordelende Instanties (VBI)“ at the NVAO. After an in-depth assessment of its accreditation criteria and its process principle FIBAA has been included in the list of the acknowledged accreditation agencies by the Dutch accreditation council Nederlands-Vlaamse Accreditatie Organisatie (NVAO). This enables the FIBAA to conduct an external appraisal of Dutch institutions of tertiary education– the NVAO acknowledges the reports issued by the FIBAA as basis for its decision to accreditation.
